Biography: Ilan Juran has participated as Principal or Co-principal Investigator in major soil improvement and infrastructure management projects in the United States and France. Dr. Juran's research is summarized in more than sixty refereed publications. From 1993 to 1996 he served as Senior Advisor of Technology and Science and chaired the UNDP Task Force ECO-INWARDS on Economic Integration of Neutralized Waste As a Resource Deployment Strategy. He is presently the Secretary General of IMPACTS, International Forum of Metropolitan and Capital Cities in Europe and North America on Information Management Policy Assessment for City Transportation Systems. From 1990 to 1998, as Head of the Civil & Environmental Engineering Department at Polytechnic University, New York, the prime responsibilities of Dr. Juran included macro-planning and development of funded research programs relevant to urban infrastructure priority needs. For this purpose, Dr. Juran developed of a Franco-American Cooperative Program for Urban Studies. The fast development of urban infrastructure research, strongly supported by the Infrastructure Agencies in the Metropolitan Region, has been associated with the creation of several Multi-disciplinary Research Centers to effectively address their engineering RD&D; needs, including: Urban ITS Center, Urban Utility Center, Executive Construction Management Program, Transportation Policy and Management Center – jointly established with NYU, and Polymeric / Composite Materials for Infrastructure Research Initiative. These Research and Technology Transfer Centers presently form the base of the Urban Infrastructure Institute, created in 1998, at Polytechnic University under the leadership of Dr. Juran. On the academic side, as Department Head, Dr. Juran's responsibilities included development and management of all the departmental programs at both the Undergraduate and Graduate levels. Dr. Juran has established an industry-based framework for the development of an Executive Construction Management Program for Executives. This program was awarded the first 1997 Educational Award by the Construction Management Association of America. Dr. Juran received his PhD degree in Geotechnical Engineering in 1997 from the University of Paris. In 1987 he was awarded Doctorat Es Science with the highest distinction.
