Collaborative Planning for Land Use and Transportation: Lessons Learned from Pilot Sustainable Development Studies in the New York Metropolitan Region

One of the key challenges facing the New York metropolitan area, like other major American metropolitan areas, is managing and improving the transportation system in an environmentally sound manner that promotes sustainable land use patterns. In 1999, the New York Metropolitan Transportation Council (NYMTC) began charting a course in response to this challenge when it established a regional goal of better integrating transportation planning with planning for future development. Putting this goal into practice has involved testing a new approach to integrated, collaborative planning for transportation and land use in critical areas. Since the goal was established, agencies, municipalities and community representatives have come together in experimental studies involving integrated land use and transportation planning. These pilot sustainable development studies, which are exploring a model for both collaboration and cross-functional planning, have had positive results as well as significant disappointments. Learning from the experiences of these pilot studies is an important step in refining the approach so that it can be more widely used in the future. Sponsored by the Rudin Center, NYMTC, and the Institute for Civil Infrastructure Systems (ICIS), this panel will bring together local and state perspectives on three of these pilot studies, which are taking place in Rockland, Westchester and Suffolk counties, and explore the motivations for involvement in the studies as well as their results, both positive and negative, and the challenges of implementing their recommendations. The panel will also offer prescriptions for improving the approach for future use.
