Anthony Perl

Associate Professor of Political Science, University of Calgary

Anthony Perl is the founding director of the City University of New York's Aviation Institute, based at York College in Jamaica, Queens. Prior to launching the Aviation Institute, he was a Visiting Scholar at the City University of New York's Institute for Urban Systems. From 1993 to 2001, Perl taught at the University of Calgary in Canada, where he was an Associate Professor of Political Science. Perl's transportation research has crossed modes and disciplines to explore the organizational and political dynamics that influence transportation finance, ownership, and management. Transportation research projects have included: comparison of high speed rail development in France and Germany; prospects for fast trains in North America; an environmental perspective on road pricing schemes; developing a pricing model for aircraft emissions at airports; strategic issues and options facing Canadian urban transportation; and intermodal integration of air and high speed rail at Paris-Charles de Gaulle airport. This work has been funded by American, Canadian, and French research granting councils and has been published in numerous journals including Transportation Research, Transportation Quarterly, World Transport Policy and Practice, Journal of Public Policy, Journal of Policy Analysis and Management, Canadian Public Policy, and Scientific American. An article entitled "Getting What You Pay For: The Politics of Public Investment in Amtrak and VIA Rail Canada" was awarded the Prix de la Société Lyonnaise de Banque for the best paper on transport finance presented to the 6th World Congress on Transport Research (1992). He has recently conducted research on transportation curriculum development for building intermodal skills, supported by APEC, and for building sustainable development skills, supported by Canada's Climate Change Action Fund. Perl is also co-editor of The Politics of Improving Urban Air Quality which was published in 1999 by Edward Elgar, UK. He received an undergraduate honors degree from Harvard University, majoring in Government, an MA from the University of Toronto, specializing in Public Administration, and a Ph. D. from the University of Toronto in Political Science.
