"For two decades scholars, public works managers, and engineers, both as individuals and as members of professional organizations, have been prophesizing an “infrastructure crisis”, and setting research agendas. This paper provides a superficial review of these two decades as we embark on another quest – this time “Infrastructure Priorities: A National Infrastructure Research Agenda.” There are several studies, reports and research needs statements that are not included in this overview. The intent is not to provide a  comprehensive review but to provide a foundation from which we can build an agenda for this century."
