October 27, 2001 Sue McNeil Introduction For two decades scholars, public works managers, and engineers, both as individuals and as members of professional organizations, have been prophesizing an �infrastructure crisis�, and setting research agendas. This paper provides a superficial review of these two decades as we embark on another quest � this time �Infrastructure Priorities: A National Infrastructure Research Agenda.� There are several studies, reports and research needs statements that are not included in this overview. The intent is not to provide a comprehensive review but to provide a foundation from which we can build an agenda for this century.  Sue McNeil.pdf
